National Government

Role of the Kenya National Government (According to the Constitution of Kenya, 2010 – Fourth Schedule & Article 186)


 

  1. Foreign Affairs and International Relations
    The national government manages Kenya’s interaction with other countries. This includes treaties, international trade agreements, diplomatic missions, and representation in global forums like the UN and AU.

  2. Defense and National Security
    It controls the Kenya Defense Forces (KDF), National Intelligence Service (NIS), and overall defense operations. This includes border protection, intelligence gathering, and national defense policy.

  3. Immigration and Citizenship
    It manages issuance of passports, visas, work permits, and identification cards. It also handles nationality, asylum, and deportation matters.

  4. Currency and Monetary Policy
    The national government oversees financial systems, including the Central Bank of Kenya, currency issuance, interest rates, inflation control, and foreign exchange regulation.

  5. National Economic Planning and Policy
    It develops the economic direction of the country, including setting national development goals, managing public investments, and guiding fiscal policy.

  6. Transport and Communication Infrastructure
    It handles construction and maintenance of national trunk roads, railways, airports, seaports, and communication networks like fiber optics and postal services.

  7. Education Policy and Universities
    The government manages education standards, curriculum development, teacher training, national examinations, and universities.

  8. National Health Policy and Tertiary Hospitals
    It creates policies on diseases, vaccination programs, and manages major hospitals like Kenyatta National Hospital and Moi Teaching and Referral Hospital.

  9. Energy and Electricity Generation
    It controls power generation, transmission, and national energy policy. Institutions like Kenya Power and KETRACO fall under this role.

  10. Taxation and National Revenue Collection
    Through the Kenya Revenue Authority (KRA), it collects income tax, VAT, excise duty, and customs duty to finance national projects and pay public debt.

  11. Public Debt and Loans
    The national government borrows on behalf of the Republic. It negotiates international and domestic loans and is responsible for managing national debt.

  12. Judiciary and National Courts
    It manages the court system, including the Supreme Court, Court of Appeal, High Courts, and national judicial appointments through the Judicial Service Commission.

  13. National Policing and Internal Security
    It operates the National Police Service and the Directorate of Criminal Investigations (DCI) to ensure law and order countrywide.

  14. Correctional Services
    It runs prisons and rehabilitation centers across the country through the Kenya Prisons Service.

  15. Environment and Natural Resources Management
    It controls policies on forests, water catchments, wildlife protection, mining, and national parks like Maasai Mara and Tsavo.

  16. Standards and Consumer Protection
    Through bodies like KEBS and CAK, it ensures quality standards for products, regulates markets, and protects consumer rights.

  17. National Statistics and Data Management
    It collects and publishes national data through the Kenya National Bureau of Statistics (KNBS) to support planning and decision-making.

  18. Research, Science, and Technology Policy
    It funds and regulates innovation, scientific research institutions, and national research grants.
